In 2007, the Texas Legislature passed Senate Bill 9 requiring school districts to have all state-certified staff, substitute teachers, and charter-school employees fingerprinted by September 1, 2011. A certified employee of the district is anyone who holds an active or inactive certificate or permit issued by either the Texas Education Agency (TEA) or State Board for Educator Certification (SBEC) regardless of the role in which the employee is currently serving.

The state has required all new teachers to be fingerprinted since October 2003, and HISD performs background checks on all employees at the time of hiring and then annually.

The state has given HISD 80 calendar days starting on December 7 (and not counting the district’s winter-holiday break) to meet the fingerprinting requirement.

On-site fingerprinting in HISD will begin districtwide in January, and certified employees must be fingerprinted before the deadline or lose their certification and eligibility for employment.
