Board of Education Adopts 2009 Property Tax Rate
The HISD Board of Education adopted a tax rate of $1.1567 per $100 of taxable value for tax year 2009 during its regular monthly meeting on October 8, 2009.
This rate includes a “maintenance and operations” (M&O) component of $1.0067 and a “debt-service” component of $0.15.
The following language is published pursuant to Section 26.05 of the Texas Property Tax Code:
HOUSTON INDEPENDENT SCHOOL DISTRICT ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR'S TAX RATE.
THE TAX RATE WILL EFFECTIVELY BE RAISED BY 13.97 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY ZERO ($0.00) DOLLARS.
The M&O rate of $1.0067 for 2009 is the same M&O rate as for tax year 2008. Although more total taxes for M&O will be raised for tax year 2009 than for tax year 2008 due to a slight increase in district property values, any such increase in M&O revenue from tax collections may be offset by a corresponding reduction in State aid to the District.
For a home with the same taxable property value for both years, there would not be an increase in M&O taxes since the M&O rate of $1.0067 is the same for both tax years. Nor would total taxes on that home be increased, since the total tax rate of $1.1567 for 2009 is the same as the total tax rate for 2008. However, M&O taxes would increase on a home if the appraisal district’s certified taxable value for the home was greater for tax year 2009 than for tax year 2008.
