The City of Houston, Metropolitan Transit Authority of Harris County (METRO), Houston Independent School District, the Port of Houston Authority, Houston First, and Houston Community College have teamed up together to create the Interagency Mentor Protégé Program (IMPP). IMPP exists to foster and strengthen long term, effective working relationships among established companies, local agencies and emerging and historically underutilized businesses. The goals of IMPP are to enhance the business skills and broaden the knowledge base of historically underutilized businesses by providing the knowledge and experience of established firms.


  • Understanding business financials and bidding
  • Creating and strengthening working relationships between established and emerging companies
  • Understanding how to do business with local government agencies
  • Gaining technical assistance in specific areas for protégés


  • Currently certified as a Small, Women-owned, Veteran-owned, Minority-owned or Disadvantaged Business Enterprise by The City of Houston, METRO Small Business or hold a current registration from the Port of Houston.
  • In continuous operation for the last 24 months
  • Annual business revenue average between $150,000 and $4 million in the most recent fiscal year
  • Minimum of four (4) employees
  • Must be able to commit to eight (8) workshops
  • Must be able to identify the type of guidance needed for development


  •  Program Length: 9 weeks (Nine Workshops)
  • Class Time: 6 - 8 p.m. every Tuesday
  • Location: Houston Community College
