Tax Information

The HISD Board of Education adopted a tax rate of $1.1967 per $100 of taxable value for tax year 2015 during its regular monthly meeting on October 15, 2015.

This rate includes a “maintenance and operations” component of $1.0267 and a “debt-service” component of 17 cents.

The following language is published pursuant to Section 26.05 of the Texas Property Tax Code:

HOUSTON INDEPENDENT SCHOOL DISTRICT ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR'S TAX RATE; and THE TAX RATE WILL EFFECTIVELY BE RAISED BY 5.82 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $0.00.

The HISD tax rate of $1.1967 is the same rate as last year’s rate. Although more total taxes will be raised for Tax Year 2015 due to increased overall property values over Tax Year 2014, for an individual home with the same property value for both years, there would not be an increase in taxes since the tax rate remains the same. However, taxes would increase on a home if the appraisal district certified value of the home increased this year over last year.

The Texas Legislature during the 84th Regular Session passed Senate Bill 1 (SB1) which provides for an increase to the state mandated residence homestead exemption from $15,000 to $25,000 subject to voter approval. A constitutional amendment seeking approval by the voters is to be held on November 3, 2015. Should the constitutional amendment not be approved by voters, the state mandated residence homestead exemption will remain at $15,000.

As required under SB1, HISD has calculated its effective maintenance and operations tax rate and its rollback tax rate for tax year 2015 based on a residence homestead exemption of $25,000.

How is this calculated?
The property tax payment is calculated by dividing a home's taxable value (appraised value less applicable exemptions) by 100 and multiplying that amount by the tax rate of $1.1967.
