    Rosa E. Hernandez has 22 years of experience in urban education and has a proven track record closing the achievement gap. A native of Monterrey, Mexico and a proud product of Houston ISD attending Atherton Elementary, Hartman Middle School, and graduating from Jesse J. Jones High School. During her career in HISD, she has served as clerk, teacher assistant, middle school ESL teacher, assistant principal, principal, director, and lead principal.  She is no stranger to hard work and servant leadership. She believes that all students deserve a quality education. Rosa strongly believes that all students deserve a quality education, and it is her primary duty as instructional leader of Welch MS to ensure all students graduate with a solid foundation for college, career, and lifelong success. Her core values are simple: students first, model high expectations, make data driven decisions, and always remember relationships matter. 


    She has received multiple awards for her leadership, 2004 HISD Teacher of the Year Finalist, 2004 South District Teacher of the Year, recognized by No Child Left Behind 2010 & 2011 Title I Part A Distinguished Performance Award, 2011 HISD Middle School Principal of the Year Finalist, Devon Grant Recipient, 2012 USA National School of the Year in Language Programs, in 2013 was first place for APSIRE growth of all HISD middle schools with a 19.4 growth gain,  in 2015 was named a HAABSE Dr. Jay Cummings Demonstration School, 2015 HISD STAR Excellence Award Middle School Finalist,  and the Gold Ribbon Award for Children at Risk for Closing the Achievement Gap in 2015-2016.


    Rosa earned her associates in arts degree from Houston Community College-Southeast Campus, a bachelor’s degree in interdisciplinary studies from University of Houston-Downtown, specializing in 4-8 Generalist/ESL, and a master’s degree in Curriculum and Instruction from the University of Houston-Downtown.  She also received her principal and superintendent certifications from Region IV.  Rosa currently serves as the Chair-Elect to the P-16 West Houston Council, member of the Association of Hispanic School Administrators (AHSA), member of Texas Council of Woman’s School Executives (TCWSE), member of Houston Association of School Administrators (HASA), and a member of the Association of Supervision and Curriculum Development (ASCD). Currently, what she is most proud of that as a Wolfpack team, Welch earned the 2021 HAABSE Dr. Jay Cummings Demonstration School.
