In accordance with Chapter 89. Adaptations for Special Populations, Subchapter BB. Commissioner's Rules Concerning State Plan for Educating English Language Learners, HISD offers Bilingual Education and English as a Second Language (ESL) to students who have been identified as English language learners. As a result of the diverse student population, HISD is required to offer bilingual education programs in the following languages: Spanish, Arabic, Vietnamese, Chinese (Mandarin), Urdu, Swahili, Telugu and Nepali. ESL is offered in all campuses. Dual language, an additive form of bilingual instruction, is offered in English and the following partner languages: Spanish, Mandarin Chinese, Arabic, and French.
