  • Promotion Standards

    • In order for Houston ISD students to be promoted to the next grade level, they must show that they have met the district's promotion standards. These standards generally include classroom grades, local or state tests, and attendance as follows:

      • State requirement of overall yearly grade average of 70 or above and local requirement of a grade average of 70 or above in reading, language arts, mathematics, and science or social studies.
      • Passing scores (perform satisfactorily) on STAAR tests*
      • Sufficient attendance—a student's total number of unexcused absences cannot exceed 10 percent of class meetings.

      *Accelerated Learning Committees 

      • Accelerated Learning Committees are required for any student who did not perform satisfactorily on STAAR or STAAR Alt 2 in Math and Reading for grades 3, 5, and 8.

      Houston Independent School District and Texas Education Agency (TEA) standards for promotion:

    Grade Level Promotion Standards
    1 & 2 Students must:
    • pass the High Frequency Word Test – recognizing and reading words that appear very often in written and spoken language.
    • meet state requirement of overall yearly average of 70 or above and local requirement of an average of 70 or above in four core courses: language arts, mathematics, science and social studies.
    • have sufficient attendance*
    3 & 5 Students must:
    • meet the state requirement of overall yearly average of 70 or above and local requirement of an average of 70 or above in four core courses: language arts, mathematics, and science or social studies.
    • have sufficient attendance*
    • students who fail STAAR-Accelerated Leaning Committee needed
    4 Students must:
    • meet state requirement of overall yearly average of 70 or above and local requirement of an average of 70 or above in four core courses: language arts, mathematics, science and social studies.
    • have sufficient attendance*
    6 & 7 Students must:
    • meet the state requirement of overall yearly average of 70 or above and local requirement of an average of 70 or above in three of the four core courses: Language arts, mathematics, science, and social studies.
    • have sufficient attendance*
    8 Students must:
    • meet the state requirement of overall yearly average of 70 or above and local requirement of an average of 70 or above in three of the four core courses: Language arts, mathematics, science, and social studies.
    • have sufficient attendance*
    • students who fail STAAR-Accelerated Leaning Committee needed
    • For English Language Learner (ELL) students, the Grade Placement Committee (GPC) or the Accelerated Learning Committee (ALC), in consultation with the Language Proficiency Assessment Committee (LPAC), will determine promotion standards.

      For students with disabilities, the campus Annual Review and Dismissal/Individual Education Program (ARD/IEP) committee will determine the promotion status based on mastery of IEP goals and objectives and/or course requirements.

      If a student does not meet the promotion standards outlined above, the school will contact the parent/guardian regarding opportunities for the student to receive additional instruction.
