Who is eligible for stipends?
Only full-time employees on Initial Compensation Placement Tables can be paid a stipend for working additional hours beyond the regular workday. Retirees should be aware that accepting stipends could jeopardize their annuities.

I am currently receiving a stipend. Is this considered a part of my salary?
No. Stipends and other supplemental earnings are not considered a part of your salary as they are not guaranteed wages. Supplemental earnings will not be included in base salaries quoted by the Compensation Department. Supplemental earnings ARE a part of your total compensation during the time period you are eligible to receive them.

How can I confirm what is considered base salary and supplemental earning on my paycheck?
If its regular pay or escrow payout it is considered as your base salary.

I did not receive my Critical Shortage Stipend.
- You may ask the principal to send an email to www.hrops@houstonisd.org confirming the stipend eligibility in the correct critical area. Please include the employee id number.

Stipend Overpayments: How will the overpayment affect my taxes?
The district has provided two choices for repayment. In either case, a new W-2 for the School Year will be given with the adjusted annual salary and taxes as soon as or in the order we receive the funds back. If payment is received across multiple quarters, a W-2c will be issued at the end of each quarter until complete payment has been received.

Can I choose the amount of my payments? If so, what are the amount options/limitations?
No, your repayments will be based on the total amount of overpayment stipends divided by the remaining 12 paychecks for the current budget year. However, you may modify the payment as long as it does not go beyond your final escrow payout in that summer.

How will the overpayment be recovered?
Unless other arrangements have been made, the repayments will begin on February 15th based on the email you have previously received from the payroll department.
Options:
- Pay full amount owed in cash or check made to HISD at which time a W-2c will be issued to reflect the correct salary and taxes for the school year.
- Pay per pay period for the remainder of the SY and a W-2c will be issued for the repaid amount at the end of each quarter.

What if the proposed repayment option causes a financial hardship for me?
You may modify the payment as long as it does not go beyond your final escrow payout that summer. You may contact payroll at713-556-6440 or email at payroll@houstonisd.org.

If the error was no fault of my own, why am I being penalized?
It has been determined that you have been overpaid as a result of receiving funds that were not rightfully owed to you. We are aware that this was not due to any actions on your part, and we sincerely apologize for any inconvenience this may have given you.

According to the Compensation Manual the stipend is paid in two installments. Is there an option to not retract the funds issued in error, and bypass the second installment?
No, in accordance with the Compensation Manual, the stipend will be paid out in a total of two installments once the work has been successfully completed.
