Our SDMC meeting began at 4:15 p.m. on Wednesday, May 15, 2024.
Campus Safety – Door sweeps are conducted weekly and recorded online and kept in a notebook in the front office. Locked doors to classrooms and exterior doors of the building are expected and checked daily. Teachers and Staff demonstrate teamwork while working together to keep students and staff safe. Monthly Fire Drills, Intruder and Shelter-in-Place Drills are up to date. We will continue each month in accordance with state and district guidelines. Teachers and staff are vigilant as they supervise students during morning arrivals, afternoon dismissals, and transitions in the hallways.
Budget – Our budget is on track and the projected student enrollment for the 2024-2025 school year is 1200 students. Our elementary classes will have a 22:1 ratio for Grades K-
4. Grade 5 will reflect a 25:1 ratio. Middle School Grades 6-8 will reflect a 28:1 ratio. Enrollment and ADA will directly impact our annual budget.
School Improvement Plan (SIP) Review – In June, we will conduct our Final Summative Review of the SIP. We have held Quarterly Reviews of the SIP in November, January, and March. These formative reviews are in place to ensure that our SIP goals are being met. We provide evidence and rate measurable objectives for Reading, Writing, Math, Science, and Social Studies.
Curriculum – We will follow the HISD Curriculum for reading, English language arts, math, science, and social studies. The master schedule will reflect 90-minute blocks for reading and math in every grade level. The slide decks and engagement strategies will be included. House Bill 1416/4545 is ongoing with accelerated instruction for Grades 4-8. Most students have completed their required hours for reading and math. Tutorials have been held before school, afterschool, and on Saturdays.
HISD Defined Autonomy – The district has created a framework which is a system designed to allow for flexibility and innovation at high performing campuses while maintaining rigorous expectations for all schools. Beginning in the 2024-2025 school year, all schools will fall under one of the four levels of defined autonomy: Level 4 is for Separate and Unique Schools (SUS). Level 3 is for A & B schools. Level 2 is for C- rated schools and D-rated schools that are not NES. Level 1 is for NES schools. Level 4 Schools include all Separate and Unique Magnet Schools. These campuses have autonomy in all major areas including Program, Curriculum, Instructional Delivery Model, Master Schedule, Budget, Staffing, and Purchased Services. The Rice School is a Level 4 Separate and Unique School (SUS). Level 3 schools comprise of A & B-rated campuses. This group of schools has all the same autonomies as level 4 except for principal compensation and exceptions to the testing calendar. The Level 2 schools are C and D-rated schools that are not in the NES orbit. Because the District wants to prevent a lower-performing school from falling into D- or F-rated status, Level 2 schools will forfeit some autonomy in three main areas: Curriculum, Master Schedule, and Purchased services and programs. Level 1 schools are NES schools and have limited autonomy.
SDMC Elections – There will be two positions open for the next school year. The SDMC Elections will be held by secret ballot in August.
Last Day of School for Students – Wednesday, June 5, 2024. Teachers will close out paperwork, clean and box up classrooms as their last day is Thursday, June 6, 2024.
Other business – Summer School begins June 17, 2024, and will be completed July 19, 2024. The Rice School received our National Magnet Certification, and we are one of only 10 schools in the State of Texas.

Our SDMC meeting began at 4:15 p.m., Wednesday, February 14, 2024.
School Improvement Plan (SIP) – Formative reviews are ongoing throughout the school year as we reflect on our progress. These formative reviews assist us as we determine if our SIP goals are being met. We provide evidence and rate measurable objectives for Reading, Writing, Math, Science, and Social Studies.
School Safety – Locked Doors both exterior and classroom are continuously monitored by Campus Officer and Administrative Staff. Texas Education Agency officers are monitoring schools throughout the Houston ISD. Monthly Fire Drills, Intruder and Shelter-in-Place Drills are current. We will continue each month in accordance with HISD guidelines. Morning and Afternoon supervision by teachers and staff demonstrate excellent teamwork to keep students safe.
Budget – Projections for student enrollment for the 2024-2025 school year have been calculated for 1,200 students. In accordance with guidelines from HISD’s Academics department, The Rice School is part of the Campus Seat Expansion group. We were asked to increase our “open seats” as a highly sought after Magnet School. Our
elementary classes will have a 22:1 ratio for Grades K-4. Our Grade 5 will reflect a 25:1 ratio. Middle School Grades 6-8 will reflect a 29:1 ratio. Meeting our projected enrollment and daily attendance will directly impact our budget.
Curriculum – The TEA Interim assessments provide us with data to determine which students are on target for passing grade level standards. House Bill 1416 tutorials are ongoing for Grades 4-8. Parent conferences are held and documented for each student who qualifies for HB1416. Tutorials are held before school and afterschool. A powerful resource, IXL, has been purchased for all students in Grades 3-8. Teachers are implementing it to enhance skills in reading, writing, math, science, and social studies. This online tool will help prepare students for the online STAAR. Rice will implement the district curriculum for the 2024-2025 school year.
National Magnet Certification Ceremony – We will celebrate our award as a Nationally Certified Magnet Campus on Friday, March 8, 2024. Rice is one of four HISD schools to receive this award this year. In April, an awards ceremony will be held in New York City. We will also celebrate our 30 years as The Rice School which was established in 1994.
Professional Development Day – February 19, 2024. Teachers will receive PD in High Quality Instruction (HQI).
Other business – Rice University School Mathematics Project will be held March 2, 2024, and our teachers are invited as shared by Dr. Anne Papakonstantinou.

Meeting Minutes:
Our SDMC meeting began at 4:15 p.m. on Wednesday, December 13, 2023.
School Improvement Plan - The SDMC reviewed and approved our 2023-2024 School Improvement Plan. Our SIP/CIP was presented to the professional staff on November 10, 2023, and it was approved unanimously. Signatures of the PTO Representative, SDMC Teacher Representative, and Principal Hobbs were obtained during this meeting.
School Safety – We discussed the procedures in place for all classroom doors and all exterior doors. As Superintendent Miles has stated it is a requirement to keep classroom doors open when someone is teaching students. There are safety exceptions. Doors that open to the exterior of the school building must be closed and locked at all times. Doors that cannot stay open on their own will remain closed during the school day. Officer Michael Felecia monitors doors daily. Fire Drills, Intruder, and Shelter-in-place drills are ongoing throughout the school year.
Budget - Principal Hobbs informed the SDMC that the school has a healthy operational budget. We had 1040 students enrolled as noted on our October snapshot date. Student attendance is a priority and a major factor in the calculation of funding for our school. Students must be encouraged to attend everyday as it impacts our budget and the Attendance for Credit 90% Rule.
Curriculum – NWEA MOY Testing will take place after the Winter Break. Math will be tested January 16th; RLA on January 17th; and Science on January 18th. HB 1416 (HB4545) impacts Grades 4-8. We are on target with providing students with tutorials and additional support as we close the gaps with learning. Our teachers are targeting students in need of assistance in reading, math, writing, and science.
TEA 2023 Ratings – will not be announced until a later date due to litigation. HISD has analyzed the raw data and Ratings are as follows: A (35 schools); B (58 schools); C (64 schools); D (59 schools); and F (52 schools).
Winter Break – begins Friday, December 22, 2023.
Professional Development Day – January 5, 2024
Rice School PTO Luncheon – Our teachers and staff will be provided a holiday luncheon on Thursday, December 14, 2023.
SDMC Meeting Dates 2023-2024 are scheduled quarterly according to Board Policy, and they are as follows: (Q1) September 27, 2023; (Q2) December 13, 2023; (Q3) February 14, 2024; and (Q4) May 15, 2024.

Meeting Minutes:
Our SDMC meeting began at 4:15 PM, Wednesday, September 27, 2023. Committee members include teachers, parents, community members, business partner, administrators and school-based staff.
LEAD Leadership Effectiveness And Development System – for Principals and Assistant Principals. The PowerPoint and video (with voiceover) were both presented to the SDMC. LEAD is a rigorous principal appraisal system designed to focus on high- quality instruction and student achievement. The effectiveness areas are weighted as follows: Quality Instruction 30%; School Action Plan 15%; Student Achievement 35%; and Special Education 20%. Each SDMC member was provided the survey link to be completed for feedback.
School Safety – The Campus Emergency Operation Procedures (red book) is to be followed in the event of an emergency. Classroom doors should be locked and left open according to guidelines given to us by the superintendent. The exterior doors should always be locked and remain closed. If a door needs to be repaired, report it immediately to Principal Hobbs, our School Secretary, and Plant Operator.
Budget – The projection for this school year was 1080 students and we currently have 1040 students in Grades K-8. We will continue to enroll students until the snapshot date Friday, October 27, 2023. Our budget will be negatively impacted if we do not meet our projected goal.
Curriculum – Eureka and Carnegie Math are being implemented this school year at Rice K-8. Teachers are implementing it with fidelity.
2023 Accountability Ratings – TEA will determine ratings in November 2023.
Meeting Dates – The Texas Education Code requires the SDMC to meet regularly. The HISD School Board policy requires the SDMC to meet quarterly. The Rice School’s SDMC meeting dates will be as follows: September 27, 2023 for Q1; December 13, 2023 for Q2; February 14, 2024 for Q3; and May 15, 2024 for Q4.
