Principal Dr. Pilar Moreno-Recio

Dr. Pilar Moreno-Recio’s experience spans more than 25 years in education. Her world-wide education includes being an educator in three countries: Spain, Ireland, and the USA. She has worked as an elementary bilingual and secondary/elementary English as a Second Language (ESL) and Spanish as a Second Language (SSL) teacher and campus/district instructional coach of PK-12 teachers and administrators. She also has experience working as a principal for extended school year and State required programs. She has served in instructional leadership positions as well as in district level executive and administrative positions across Texas. She has worked with federal and state programs serving bilingual/ESL/migrant populations across the State of Texas as the Director and Executive Director of Bilingual/ESL Education in Ector County ISD and Goose Creek CISD. Dr. Moreno-Recio has also worked as a clinical professor at the University of Houston, Main Campus preparing in-service teachers for the exciting world of teaching and learning. Dr. Moreno-Recio most recently worked as the Assistant Superintendent of Teaching and Learning for Plainview ISD where she has overseen curriculum and instruction, special education, dyslexia, counselors, gifted and talented, assessment and accountability, and Multi-tier Systems of Support (MTSS). She also has worked as an adjunct professor for Wayland Baptist University supporting the PK-12 educational process. In addition to her principal and superintendent certifications, Dr. Moreno-Recio holds a masters’ degree in English Language Arts, Literature, and Modern Languages from the University of Extremadura, Spain and a Masters’ in Educational Leadership from the University of Texas at Tyler. She also has a doctorate in Educational Leadership with a specialization in curriculum and instruction from the University of Houston Clear Lake. Her research focuses on school leadership and impact of standards and assessment on all leaders’ efficacies and emergent bilinguals’ language growth. She has also published research articles on the importance of student agency by empowering students to monitor, own, and celebrate their own learning through student-led conferences. She has received many accolades during her career such as 2004-2005 Tyler ISD Campus Teacher of the Year, 2005 Tyler ISD Teacher of the Month, 2018 Goose Creek, CISD Central Office Administrator of the Year, and 2021 Central Office Giant of the Month. Dr. Moreno-Recio has been very active in the community and different organizations she serves voluntarily. She has recently been a board member representing all bilingual/ESL/multilingual directors in the State of Texas for the Texas Association for Bilingual/ESL Education (TABE), President-Elect and President for the Houston Area Association for Bilingual/ESL Education (HAABE) and most recently the President of the West Texas Association for Bilingual/ESL Education (WTABE). She has been married to her husband for 17 years and they have an eleven year old bilingual gifted and talented son, Aditya.
