Welcome to annual enrollment!
It’s time to take a look at your benefits and the changes and elections you may want to make for 2024. Whether you are new to HISD or returning to the district, we have resources, information, and useful tools to guide you through your benefits information. Even if you are not enrolling in some of the benefit options, as an employee of the district you have access to benefits such as the Employee Assistance Program and resources that may be useful.
New and Notable for 2024

Benefits Service Center
You may use the Benefits Service Center for any questions you have about your benefits. This covers topics such as dependent verification audits, enrollment, and adjustments to your benefits due to life events or changes in beneficiaries. To ensure you’re well-informed, the Benefits Center will reach out to you using both electronic methods, through your HISD email, and traditional paper mail sent to the address on file with HISD. To maintain accurate communication, please review your address in OneSource and make any necessary updates. Additionally, take a moment to assess your designated beneficiaries and make any essential changes through the Benefits Service Center. It’s important to note that the HISD Benefits Service Center operates even during HISD holidays.

HISD Medical Plan
- The HISD Medical Plan rates will remain the same for 2024. However, HISD will be picking up more of the cost for 2024.
* For Kelsey ACO members, a primary care copay will apply for most visits, except a specialist copay applies for behavioral health visits.

HISD Dental Plan
- The HISD Dental plan will have a 5% rate increase as shown in the chart below.

Basic Life Insurance
HISD will increase the basic life insurance and AD&D from 10,000 to 15,000. This life insurance is at no cost to employees who are benefit-eligible.

Kelsey-Select Medical Plan
Kelsey-Select Medical Plan – HISD has again increased the annual salary threshold for select plan eligibility from $31,000 to $35,000 to allow employees greater access to health insurance. Benefits packets will be mailed to the address of record for all employees who qualify for the Kelsey Select Plan. Additionally, for 2024, anyone who is no longer eligible for this plan will be moved onto the Kelsey Basic Plan. You will be sent a letter explaining this option and your ability to “opt-out” of this medical plan.

Supplemental Life Insurance Increased Limit Option
Supplemental Life Insurance Increased Limit Option – During Annual Enrollment, employees can increase their Supplemental Life Insurance limit on themselves by up to one time their annual salary without having to complete Evidence of Insurance (EOI) up to five times their annual salary or $600,000 (whichever is less). This option is only available to those employees who are currently enrolled in at least 1X their annual salary.

Medical Plan CVS Health Hub Access
Medical Plan CVS Health Hub Access – HISD employees and dependents covered in all HISD medical plans can now access the CVS Health Hubs located in most CVS pharmacies in their neighborhood. For Memorial Hermann and Texas Medical Neighborhood plan participants, the full cost of the visit may be required if deductibles have not been met. Please take advantage of this additional benefit, especially if you need acute care, chronic condition management, or behavioral health services. Please note that some locations do not offer preventive care or other services. Visits to the Health Hubs will generally cost less than going to an urgent care center or emergency room.

Employee Assistance Plan (EAP)
Employee Assistance Program (EAP) Please continue to use your EAP features such as Better Help (online counseling sessions for your convenience) and GuidanceConnect, the digital method for making your appointments and selecting a counselor. These features provide improved access to the Employee Assistance Program. To register, visit www.guidanceresources.com and log in.
