    • Teacher Excellence System (TES)
      In December 2023, the Board voted to approve HISD’s District of Innovation Plan, which allows us to build an improved teacher evaluation system for implementation no earlier than SY25-26. The new evaluation system will be called the Teacher Excellence System or TES. TES will be similar to T-TESS; it will keep student achievement and quality of instruction at the core. TES may include some additional research-based components.

      Since this summer, HISD has been working with a group of leaders and teachers from 18 opt-in campuses (called the “Trailblazers”) to gather input on the development of a new teacher evaluation. This week at Principal Meeting, we are announcing the beginning of a district-wide process to revise the current T-TESS evaluation system. The administration will develop TES in collaboration with teachers, principals, the District Advisory Committee (DAC), the Shared Decision-Making Committee (SDMCs), and other stakeholders. Leaders should be prepared to be involved in this process in a few ways:

      • Give the TES Information Gathering Survey on 11/19: We are asking all teachers, Assistant Principals, and Principals to complete the TES Information Gathering Survey about TES components and weighting on November 19th during a staff meeting. Feedback from this survey is critical for the district, SDMCs, and DAC to utilize in development of TES.
      • Convene and prepare SDMCs: Campus SDMCs will need to convene in January and February to provide recommendations on the evaluation system. SDMC members will have opportunities to learn more about teacher and leader feedback during December webinars that the district will offer. More information to come.
      • Sense-make for campuses and communities: Leaders will need to be informed about the TES process so that they can sense-make and answer questions they receive. We will continue to provide updates to leaders at principal meetings and additional sessions to ensure you all have the information you need.
      • Appoint a TES Trainer: All campuses should designate one campus-based individual other than themselves to serve as their “TES Trainer.” In many cases, we expect the campus principal to select the same person they chose for their T-TESS Trainer. These TES Trainers will also attend district information and feedback sessions to be informed on TES development so that they can host Lunch & Learns and other learning and feedback opportunities on their campuses over the next few months.
