    Waivers

    Waivers were discussed in our November 28th SDMC Meeting. We are looking to submit a custom waiver request. This is the same request we submitted last year.

     

    Developing a Custom Waiver - MODIFIED BELL SCHEDULE (HISD HAS STANDARDIZED START TIMES FOR SCHOOLS)

    Schools wishing to request a new or custom waiver may choose the function of creating one under “Custom Waivers”. All Custom Waiver requests must meet the following criteria and be submitted by the deadline.  All custom waivers must have the name of the school guideline included in the title of the waiver. Custom waivers will not be considered without all the information included in the request.

    1. Give a brief narrative description of the requested waiver.

    2. Include the HISD Schools Guideline that your campus wishes to modify or suspend. Local and Legal Board Policy cannot be waived.

    3. Describe the implementation plan.

    4. Describe how this waiver helps your campus achieve your objective.

    5. Describe how your campus will evaluate the impact of the waiver towards meeting the objective.

    Renewal of a Custom Waiver, requires a Statement of Compliance regarding conditions of the waiver, and Evidence of Efficacy regarding expected outcomes.

    Alternate School Day Start/Dismissal Times  HISD is implementing standardized school start/dismissal time for the 2018-2019 school year.  The purpose of this waiver is to request alternative start/dismissal times.  Schools will be responsible for the additional cost of transportation that is incurred by this waiver, if any, as well as the responsibility of notifications to parents of the altered schedule change that is brought about by this waiver.  Schools for whom this waiver request is approved must also include it in the School Improvement Plan including the rationale for this waiver and how the waiver is implemented to support at least one Board Goal.

    Our bell schedule is required to align with our IHE partner, HCC so our students may take advantage of college level courses during each class period. This aligns with Goal 2

    The percentage of graduates meeting the Global Graduate standards as measured by the College and Career Readiness component of the Texas accountability system shall increase three percentage points annually per year from the 2017 graduates baseline of 52 percent up to 67 percent by 2022.

    Goal Progress Measure 2.3: The percentage of students completing (earning a 70 or better) a dual credit or dual enrollment course shall be reported for each semester and shall show improvement of 1 percentage points annually from 10 percent in Spring 2017 to 13 percent in Spring 2020.

    We will have one SDMC position open for next school year: Mrs. Square will send an email staff to begin receiving nominations.

    Other school-based professional staff members shall be nominated and elected by the school-based professional staff, including classroom teachers. Other school-based professional staff are certified staff assigned to one school on a full-time basis such as  librarians, counselors, nurses, coordinators, deans of instruction, and assistance principals.

     

    Nominated employees shall give their consent to serve on the committee before they are eligible for election. An employee’s affiliation or lack of affiliation with any organization or association shall not be a factor in either the nomination or election of representatives on the committee. An annual election will be held by secret ballot to determine the members of the SDMC committee. Nominations for election must be received by the principal within ten consecutive working days prior to the election.

    SDMC SURVEY

    Texas Education Code §11.252(d) requires that HISD Shared Decision-Making Committees (SDMCs) be surveyed every two years to evaluate the effectiveness of the district's decision-making and planning policies, procedures, and activities.  The process is designed to ensure that Shared Decision-Making Committees are effectively structured to positively impact student performance.
