Literacy by 3

Literacy By 3 is HISD’s movement to turn around and end the literacy crisis in Houston — not a mere initiative or program. Its mission is to have every child reading and writing with fluency by the end of Grade 3 — but Literacy By 3 will reach our students at every level who are struggling with reading mastery.
Literacy By 3 won’t be achieved solely by teachers in our classrooms, but will engage families and will depend on community involvement through our Read Houston Read volunteer program. All of us must become literacy leaders. The future of our children, our city, and our quality of life will be determined by this movement’s success.
In The Classroom Home and Community Read Houston Read
Literacy By 3 will employ uniform strategies at every HISD school and at the elementary and secondary levels  — with a highly personalized approach for each student. Reading isn’t just a classroom activity. Literacy By 3 includes bringing reading into each student’s home and connecting families with community resources. HISD is partnering with the Barbara Bush Houston Literacy Foundation to train and manage a corps of volunteer one-on-one reading mentors to make a lifelong difference to our children.
