How the Board Conducts Business

The Board of Education meets several times a month during the school year to adopt, review and modify policies and to receive input from staff and the community. All meetings are posted at least 72 hours in advance by the Office of Board Services. The regular monthly board meeting is held the second Thursday of every month (except July) in the board auditorium at the Hattie Mae White Educational Support Center, beginning at 5:00 p.m. Trustees also hold special meetings and work sessions as needed. Public Comment
The regular monthly board meeting includes opportunities for parents and community members to address the board about pertinent school issues. There are two ways to address the board: 1) to speak to an agenda item to be voted upon; or, 2) to speak on a general topic during the Hearing of Citizens. To ensure an orderly open meeting, participants are asked to comply with the following rules:

  • Speakers must register in advance with Board Services.
  • Speakers are allowed three minutes each.
  • No more than 30 minutes are allowed per specific subject or agenda item.
  • If many citizens register to speak on the same agenda item or issue, their time
    may be reduced to allow as many people as possible to speak within the 30-
    minute slot.
  • Distribution of materials is not permitted during the board meeting.

Closed/Executive Session
Meetings of the HISD Board of Education are conducted in accordance with the state's Open Meeting Law. Although all meetings are open to the public, the law also permits the convening of a closed/executive session, a portion of a meeting not open the public. Closed/executive session matters pertain to personnel, real estate transactions, student hearings, negotiated contracts, consultation, and/or legal issues.
