The Ethics and Compliance Office shall assist the Superintendent, Board of Education, and executive management in pursuing the District’s “Declaration of Beliefs and Visions”, and the “Strategic Direction” goals and core values while maintaining ethical standards and compliance with laws, regulations, and District policies.
Who We Are:

Teresa Corrigan, Ethics and Compliance Director
Teresa has over 25 years of professional experience in the areas of Ethics and Compliance, Fraud Risk Management, Business Risk and Controls Assessments, Process Improvement, and Policy development working for PricewaterhouseCoopers LLP, BG Group (now Shell Oil), Motiva Enterprises and AXIA Partners. She has her Bachelor of Business Administration from the University of Texas at Austin.
Antonio Herrador, Sr. Ethics and Compliance Analyst
John Espinosa, Ethics and Compliance Auditor
John brings his expertise in Ethics, Compliance, and Procurement with over 35 years of experience in sourcing, contract compliance, market analysis, and audit. He has supported the Space Station, Space Shuttle, and major Navy Government programs. In addition, he has worked on New York Energy Research and Development initiatives and on many construction and facilities projects. John has a Bachelor of Business Administration from the University of Notre Dame, and a Master of International Management (Finance and Spanish) from the Thunderbird School of Global Management now part of Arizona State University.

- Children's Internet Protection Act (CIPA)
- E-Rate Program
- Policy Interpretation
- Potentially sensitive conflicts, including Conflicts of Interest
- Assist Board Trustees with monitoring campaign contributions
- Houston ISD Ethics Hotline
