What is CIPA?

  • Student on Computer The Children’s Internet Protection Act (CIPA) was enacted by Congress to address concerns about children’s access to obscene or harmful content over the Internet. CIPA imposes certain requirements on schools that receive discounts for Internet access or internal connections through the E-Rate program – a program that makes selected communication services and products more affordable for eligible schools and libraries. HISD requirements at the campus level include certification's by school principals that educators have instructed each student in the following areas:

    •  Cyber-bullying;
    •  Appropriate online behavior; and
    •  Social networking
