Racial Profiling

  • Texas Occupations Code 1701.164 specifies that the Texas Commission on Law Enforcement (TCOLE) collects incident-based data according to the Code of Criminal Procedure Article 2.131 - 2.138.  Chief administrators of law enforcement agencies that meet the criteria must submit racial profiling reports to their governing body, as well as TCOLE. Each agency must file an annual online report by selecting and completing the reporting option that applies to their particular situation.  Reports are filed online through the TCLEDDS.  The reporting period for the previous year begins on January 1 of the current year and ends on March 1 of the current year.

    It is the policy of the Houston Independent School District Police Department to police proactively and investigate suspected violations of the law. Officers shall enforce local, state, and federal laws responsibly and professionally, without regard to race, ethnicity, or national origin. Officers are strictly prohibited from engaging in racial profiling as defined in this policy. Biased-based profiling is an unacceptable police tactic and will not be condoned. This directive is adopted in compliance with the requirements of Articles 2.131 through 2.136, Texas Code of Criminal Procedure, which prohibits Texas peace officers from engaging in racial profiling.

    Complaints alleging violations of racial profiling may be filed with the Houston Houston Independent School District Police Department at 3500 Tampa St., Houston, Texas 77021. You may also email the complaint to PDConcerns@HoustonISD.org. Per state law, complaints must be written and signed by the complainant. Once the complaint is received, the Chief of Police will initiate an internal investigation.
