    The purpose of the Title I, Part A program is to ensure that all children have a fair, equal and significant opportunity to obtain a high-quality education by focusing on student achievement.


    PNP School Participation Requirements

    A private nonprofit school must have students enrolled that reside within an HISD Title I school attendance area in order to generate a planning allocation for supplemental instructional services.

    To Generate the Campus Planning Allocation

    • The students reside within the HISD attendance area of a Title I school only.
    • The poverty criteria of those students who reside in the attendance area of the Title I school is attached to that student (poverty percentage of Title I campus will be applied to number of PNP students residing in that area).  These calculations are based on the Proportionality Method.
    • The proportionality data remains in effect for a two year cycle.


    To Receive Title I, Part A Services 

    • The students must reside within the HISD attendance area of a Title I school.
    • The student must be failing or at risk of failing reading and/or math indicated by supporting documentation.

    Campus Eligibility Roster
    The Campus Eligibility Roster must be completed and submitted to the district to be eligible for equitable services.  Private nonprofit schools must have students who:
    • are enrolled who reside in HISD's attendance boundaries and
    • live within the attendance area/zone of a Title I, Part A public school.

    This is a sample document providing instructions for completing the Student Eligibility Service Roster.

     

    Student Eligibility Service Roster
    The Student Eligibility Service Roster contains all the necessary information to recommend a student for services. This roster is submitted electronically to HISD and the program supervisor for Catapult Learning.  In order to verify student eligibility, the requested supporting documentation (individual student test reports and/or Student Eligibility Checklist) must be sent via U.S. mail.  The Student Eligibility Service Roster requires the principal's original signature, and therefore, must be sent via U.S. mail. 

     
    The Student Eligibility Checklist evaluates the academic performance of the student in grades PK4-2.  This checklist requires the principal's original signature, and therefore, must be sent via U.S. mail, professional delivery, or hand delivery. 
     
    The Student Eligibility Checklist evaluates the academic performance of the student in grades 3-5.  This checklist requires the principal's original signature, and therefore, must be sent via U.S. mail, professional delivery, or hand delivery.
     
    The Student Eligibility Checklist evaluates the academic performance of the student in grades 6-8.  This checklist requires the principal's original signature, and therefore, must be sent via U.S. mail, professional delivery, or hand delivery.

    The Student Eligibility Checklist evaluates the academic performance of the student in grades 9-12.  This checklist requires the principal's original signature, and therefore, must be sent via U.S. mail, professional delivery, or hand delivery.
     
    This document captures data about the students receiving Title I instructional services at the PNP school.  HISD reports this to TEA at the end of the academic school year in the ESSA Consolidated Compliance Report.
