    TITLE I, PART D, SUBPART 2

    Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent, or At-Risk (N or D)

    The purposes of Title I, Part D, Subpart 2 are to:

    • carry out high-quality education programs to prepare children and youth for secondary school completion, training, employment, or further education;

    • provide activities to facilitate the transition of such children and youth from the correctional program to further education or employment; and

    • operate programs in local schools, including schools operated or funded by the Bureau of Indian Education, for children and youth returning from correctional facilities, and programs that may serve at-risk children and youth. 

    To Generate the Facility Planning Allocation

    • The facility for neglected or delinquent must have reported at least ten children, ages 5-17, who lived within your facility for at least one day during the month of October. Exclude foster home children under the conservatorship of the Texas Department of Family and Protective Services.  

    • The facility for neglected or delinquent must be located within the attendance boundaries of HISD. 

    To Receive Title I, Part D, Subpart 2 Services

    • All children and youth in local residential facilities for the neglected or delinquent that generated planning allocations are eligible to be served through the age of 21.
